Peter Murray – Managing Member

Peter Murray has over 27 years of experience in the affordable housing industry.  Throughout his successful career he has developed in excess of 1,800 affordable housing units and managed in excess of 6,300 units.  From 1989 through 2010 Mr. Murray was a principal of Loewen Development in charge of new development.  In 2010, Mr. Murray joined the property management company of C&C Affordable Management, LLC where he helped grow the company from managing 3,500 units to over 6,300 units.  Additionally, he was directly responsible for all aspects of the management of 900 affordable housing units.

During his career he has worked closely with the representatives of HCR (Formerly DHCR and HFA), NYC HDC, NYC HPD, NYCHA, the NYC Housing Partnership as well as many local governments.  He has earned a reputation of professionalism, thoroughness and integrity.

Cognizant of the importance of the accuracy required for the lease up of tax credit properties, Mr. Murray took a very active role in the initial lease up of all of his properties.  He participated in the lottery logging process, interviewing prospective tenants, site visits to current housing and review of the TICs and collateral documentation, all to insure regulatory compliance.  Besides the hands on approach, Mr. Murray has achieved the Tax Credit Site Compliance Specialist designation having completed Elizabeth Mooreland’s Housing Credit College.

Mr. Murray began his career and passion for community development as an Urban Studies and Political Science major at Washington University in St. Louis.  There he interned with a community redevelopment company that was a pioneer in the renewal of downtown St. Louis.   After graduating from Washington University, he attended law school at the University of Miami.  After practicing law in South Florida for seven years in his own private practice specializing in real estate law, he moved to New York.  In 1988 he began his real estate development career and quickly became an active and significant player in the affordable housing industry in the NY metro area.

Felipe R. Garcia –Controller and Director of H.R

Felipe Garcia, joined Dolphin Properties Services in March 2019. In his current role he is responsible for managing the day to day accounting operating and reporting to external investor’s and human resources relations teams. Felipe Garcia brings over 15 years of experience in the Real Estate Industry especially in commercial class A offices buildings and retails store in Westchester, Manhattan and Connecticut area. Felipe earned, M.S in Organizational and Leadership from Mercy College, BS in Accounting from Mercy College and an A.S in Programing from Westchester Community College.


Teressa Smith - Regional Property Manager

Teressa began her property management experience at two Rockland County Senior Affordable developments with a combined 246 apartments.  After several years in an assistance position she moved into the position as senior property manager for both properties.  Over the next few years her scope of responsibilities and number of properties increased to 6 family and senior properties with over 650 apartments.  She oversaw all aspects of the properties from day to day operations, capital improvements, marketing and LIHTC/HOME compliance.

As a member of the team at Dolphin she will continue to oversee the two Rockland County properties and provide oversight to the balance of properties in Dolphin's portfolio.


Jill Crawford – Senior Compliance Officer 

Jill has spent her entire career in real estate.  Just a few years after graduating high school she took courses in Management Supervisory Skills.  Her first property management experience came in 1991 when she was hired to lease up a new 225 unit apartment complex located in Middletown, NY.  In addition to lease up and management responsibilities, she oversaw the service department for the developer.  Since then, she has managed over 815 units, most of which have been affordable.  She has managed all 200 units at Middlecrest Crossing since 2009.

Continuing education in order to stay current on the regulations governing the operation of the properties has been a high priority for Jill.  Among other accreditations, Jill obtained the Spectrum Training Award for Farmers Home Administration (FmHA) 515 regulations and multi-family housing management principles; the National Center for Housing Management Certified Occupancy Specialist; Spectrum Certified Credit Compliance Professional (C3P); the Picerne Real Estate Group Certification for training in Mold and Moisture Control in Apartment Buildings; and has a current Real Estate Brokers License.  In August 2012 Jill completed the Quadel Tax Credit Course as a way of keeping up to date on the current changes in the LIHTC rules.


Carolyn D. Costanzo – Site Manager and Agency Liaison Officer

Carolyn has spent her entire professional career in property management of which over half of that experience has been in tax credit housing.  Carolyn was employed by Loewen Development to perform the initial lease up for Berkeley Square.  The lease up began in 1999 and 13 years later, she has remained as the senior site manager at that 150 unit property.  During her tenure at Berkeley Square, she applied her experience and knowledge as a site compliance specialist to assist the lease up of Spring Manor Apartments (88 units), Wharfside Commons (96 units) and Middlecrest Crossing I&II (200 units).

In addition to her skills as a seasoned site manager overseeing the day to day needs of the property and its residents, she has particular strength in working closely with the asset management division of HCR and the limited partner investors.

Carolyn has dedicated her career to affordable housing property management.  She has completed tax credit courses and is a true team player.  To stay current with the changes in the LIHTC rules, Carolyn recently completed the Quadel Tax Credit Compliance course. She has been a loyal and valuable member of the Loewen Development and C&C teams and now, with pride, she has become a member of this new property management team.
