Peter Murray – Managing Member

Peter Murray has over 34 years of experience in the affordable housing industry.  Throughout his successful career he has developed in excess of 1,800 affordable housing units and managed in excess of 6,300 units.  From 1989 through 2010 Mr. Murray was a principal of Loewen Development in charge of new development.  In 2010, Mr. Murray joined the property management company of C&C Apartment Management, LLC where he helped grow the company from managing 3,500 units to over 6,300 units.  Additionally, he was directly responsible for all aspects of the management of 900 affordable housing units.

During his career he has worked closely with the representatives of HCR (Formerly DHCR and HFA), NYC HDC, NYC HPD, NYCHA, the NYC Housing Partnership as well as many local governments.  He has earned a reputation of professionalism, thoroughness and integrity.

Cognizant of the importance of the accuracy required for the lease up of tax credit properties, Mr. Murray took a very active role in the initial lease up of all of his properties.  He participated in the lottery logging process, interviewing prospective tenants, site visits to current housing and review of the TICs and collateral documentation, all to insure regulatory compliance.  Besides the hands on approach, Mr. Murray has achieved the Tax Credit Site Compliance Specialist designation having completed Elizabeth Mooreland’s Housing Credit College.

Mr. Murray began his career and passion for community development as an Urban Studies and Political Science major at Washington University in St. Louis.  There he interned with a community redevelopment company that was a pioneer in the renewal of downtown St. Louis.   After graduating from Washington University, he attended law school at the University of Miami.  After practicing law in South Florida for seven years in his own private practice specializing in real estate law, he moved to New York.  In 1988 he began his real estate development career and quickly became an active and significant player in the affordable housing industry in the NY metro area.

Saeeda Gilani - COO/CFO

Saeeda Gilani, is the COO/CFO of Dolphin Properties Services.  In her role she manages Business Systems, Finance and Management operations. She oversees all reporting requirements to owners, investors, lenders and governmental agencies. Her main focus is project implementation, analysis of work processes, modification of support applications, design and implementation of enhanced work flows with system integration for higher productivity and objective-based efficacy. Saeeda Gilani brings 20 years of property management experience to the position with wide knowledge base of multi-faceted technologies concentrated on application systems, office automation, network administration, human resource management and federal, state and municipality regulation compliance. Prior to joining Dolphin Saeeda was the VP of Finance and Business Systems at C&C Apartment Management at the time when C&C commenced operations.  She implemented the initial operational systems for a company that now manages over 20,000 affordable apartment units.  She has a Bachelors of Science in Institutional Management, a Chubb Institute Certification in Application Programming and Masters of Science in Information System Engineering from NYU-Polytech.

 

Teressa Smith - Senior Regional Property Manager

Teressa Smith began her property management experience at two Rockland County Affordable developments and working at an affordable housing non-profit organization.    After several years, she moved into the position as Property Manager to Regional Property Manager with a portfolio that included projects throughout Rockland, Westchester, and the Bronx.    Teressa joined Dolphin Property Services in September 2015.  Her scope of responsibilities and number of properties included 6 family and senior properties totaling 650 apartments to currently overseeing 930 apartments within NY county areas Rockland, Westchester, Orange, Dutchess and Fairfield County in Connecticut. She oversees all aspects of the properties from day-to-day operations, capital improvements, marketing and Section 8/LIHTC/HOME compliance.  Teressa Smith has over 20 years of property management experience.  She has a Bachelor of Arts Degree in Criminal Justice from Temple University and Master of Business Administration from St. Thomas Aquinas College.  She holds certificates for the LIHTC program, Fair Housing, and Certified Financial Specialist.  

 

Graciela Pappachen - Senior Regional Property Manager

Graciela Pappachen is the Senior Property Manager for the New York City properties. At Dolphin Property Services, she is tasked with executing the operational strategy with an emphasis on implementing financial cost control and improving asset performance. Her duties involve all aspect of property management, augmenting property operations, improving property profitability and insuring compliance. Graciela Pappachen has over 20 years of real estate experience in New York City. Prior to joining Dolphin Property Services, Graciela held the position of Senior Property Manager at Winn Residential, in her capacity, she managed 34 scattered affordable properties and executed business initiatives that increased transparency and accountability improving the performance of the asset. Prior to her tenure at Winn, she managed an affordable portfolio consisting of 1,079 residential units at C&C Apartment Management. At C&C Apartment Management, she was involved in the opening of two affordable housing projects and creating policy and procedures.

Graciela’s history has consistently increased revenue, profitability, occupancy, and market penetration while controlling costs.
